Note:
A big difference for me was ensuring that the modem was the only device on the phone line. Just one phone on the circuit was enough to cause connections to fall to 28.8 or 26.4, and when calling 33.6 modems, most negotiated a 33.6 connection when no phones loaded down my phone line. To accomplish this automatically, all the phones on the line are on the "Phone" side of my modem.
